When a devil flees the underworld, it takes possession of a hapless mortal. When that happens, the mortal soul is cast into one of an infinite number of Hells. In order for the unclean spirit to be exorcised, the lost soul must be retrieved from Hell. That's where Orpheus Team comes in, breaking into Hell and breaking lost souls out!
